		<description>There is a valve somewhere that turns the water off before it gets to the outside valve.  There may even be 2.  Locate where the water line penetrates the exterior wall and trace it back to locate the valve(s).  I doubt that you have a leak as you would hear the water running.  If the house is that new, there may be a loose piece of solder or &quot;crud&quot; in the line that needs to be removed.  This would require some pipe disassembly.  Good luck.</description>
